On October 17, 2020, the 22nd session of the Standing Committee of the 13th National People's Congress amended and adopted the Law of the People's Republic of China on The Protection of Minors, which will be formally implemented on June 1, 2021. In article 18 of the revised Law on the Protection of Minors, "child safety seats" are included in national legislation for the first time, while the addition of "equipped with child safety seats" in the Law on the Protection of Minors is a key first step in the inclusion of child safety seats in national legislation. The implications of child safety seat legislation

According to the 2018 Global Road Safety Status Report released by the World Health Organization, 1.35 million people died in road traffic accidents worldwide in 2016. Road traffic accidents are the eighth leading cause of human death. However, road traffic accidents are the number one cause of death for children and adolescents aged 5 to 29.

In addition, statistics in 2015 showed that every year 186,300 children around the world died from road traffic injuries, of which more than one third died in the process of riding. Research shows that proper use of child restraint system including child safety seat is the most effective means to protect the safety of children. The use of child restraint systems in vehicle can reduce child passenger mortality by at least 60 per cent. Moreover, the younger the child, the greater the benefit of using the child restraint system, especially for children under 4 years of age. For children ages 8 to 12, the risk of injury was 19 percent lower when the seat belt was used. In addition, according to the Blue Book of Road Traffic Safety for Children in China 2018, the death rate of children in traffic accidents without child safety seats is 8 times higher than that with child safety seats, and the injury rate is 3 times higher than that with child safety seats.

China now has 270 million children, and the number of cars in the country reached 217 million in 2017. In 2017 alone, 2,954 children died and 13,938 were injured in road traffic accidents. [6] However, the Blue Book of Road Traffic Safety for Chinese Children 2015 shows that only 10% of children in China use safety seats when taking a car, while in developed countries such as Europe and America, the figure exceeds 90%. Although this proportion has increased in recent years, it still lags far behind developed countries. As a major manufacturer and markeer of automobile and child safety seats in China, the reason why the penetration rate of child safety seats in China is low is not only due to the lagging safety awareness of parents, but also due to the lack of unified mandatory legal norms in the use of child safety seats in China. Mandatory laws on the use of child safety seats and their effective implementation can greatly increase the use of child safety seats. The United Nations economic commission for Europe and the world health organization in its research reports have suggested that countries should formulate laws and requirements in the use of vehicles carrying children when using constraint system system, properly protect children and children sat in the appropriate position (the forward seat and back to the seat), and demand constraint system should consider the child's age, height, and weight.
