Rapid alert system for food and feed (RASFF) is a network system linking the EU food and feed safety authorities, the European Commission and the European food safety administration. RASFF is not only an important part of the EU food safety supervision system, but also a global one. Important ways to solve food contact materials.
Eqo summarized and analyzed the information about the products of Food contact material (FCM) published by RASFF in the first half of 2019 (January 1st to June 30th), with a view to help you understand the focus and trend of EU's attention to FCM security issues, so as to provide reference for product design and production of enterprises, and enhance our ability to cope with EU's technical barriers to trade.

From the figures, we can see that in the first half of this year, EU RASFF issued 75 cases of food contact materials, including 62 cases in China. 82.7% And the proportion reached in January. 100% 。 In addition, the number of China notified in the first half of this year increased from the first half of 2018 (38 cases). 63.2% 。

Product and project analysisAmong the food contact materials notified in China, the largest number were plastic products, accounting for 32 cases, accounting for the total number of Chinese food contact materials reported. 51.6% Secondly, bamboo and metal products accounted for respectively. 25.8% and 16.1% (see Figure 2).

Plastic:
V In the first half of this year, plastic products were notified of 32 cases, accounting for about the total number of notifications. 50% 。Among them, the largest number of plastic products were classified as melamine products, 15 cases accounted for 47% of all the reported plastic products, and the high risk substances of melamine products were formaldehyde and melamine, followed by nylon products. The main risk factors of these products were primary aromatic amines.

Bamboo products: Bamboo products were also frequently listed in the first half of this year's bulletin. 16 cases were reported, accounting for 25.8% of the total number of notifications. Formaldehyde and melamine were the high-risk substances. Because of the mixing of other materials and other reasons, some bamboo fiber products appear to have higher melamine migration in the production process.

Metalware: The number of bulletin cases of metal products was third, accounting for 10 cases, accounting for 16.1% of the total number of notifications. The main risk substances are heavy metals, such as nickel, chromium, lead and manganese. Among them, two cases reported that the total migration volume was too high.

Silicone products: 2 cases were reported in the first half of this year, and all of the reasons were volatile organic compounds.
Coated products: In the first half of this year, 1 cases were notified. The reason for the announcement was that the spalling and total migration were too high.
Paper Products: 1 cases were notified in the first half of this year. Sensory properties are not suitable (smell).
Notification state and its focus analysisStatistics on the number of EU member states are shown in Figure 6. Italy, Germany and Spain are the top three countries, with 12 reports in Italy half year, accounting for the total number of notifications. 19.4%Germany followed closely, and the number of notifications reached 8 times, accounting for the total number of notifications. 12.9% 。 According to sorting and analyzing the RASFF notification data in the first half of the year, we can see that the products most reported by Italy are metal products. In the 12 cases reported in Italy, there were 7 times about metal products. 58.3% 。 Therefore, exporters need to pay special attention to the relevant laws and regulations in Italy, especially the regulations on food contact materials related to metal materials, so as to make good response measures.

In addition, EU member states have different priorities, and the corresponding products exported to these countries need special attention. For example, Italy's bulletin on nickel migration and overall migration is mainly for stainless steel products; Spain's bulletin on formaldehyde migration is near. 90% They are all melamine products; the United Kingdom mainly deals with primary aromatic amines in nylon products, while Lithuanian is concerned about the deterioration of sensory properties.

According to the characteristics of the EU RASFF bulletin and the sorting and analysis of the notification data in the first half of 2019, the following suggestions are put forward for the exporters.Plastic: In the first half and the past two years, China has been informed about the case, and the EU's focus on plastic products is concentrated on nylon and melamine products, especially in the UK and Spain. Among them, the reason for the notification of nylon products was concentrated on the excessive migration of primary aromatic amines, and the reason for the notification of melamine products was concentrated in formaldehyde and / or melamine migration.
Exporters of nylon and melamine products should pay special attention. According to (EU) No 284/2011 directive, the EU takes special measures to strengthen the entry control measures for melamine and nylon plastic food kitchenware produced or shipped from mainland China and Hongkong. Importers must provide a statement of formaldehyde in melamine products that meets the European limit requirement of 15 mg/kg and nylon products should not contain primary aromatic amines, and attach corresponding test reports. The competent authorities of the Member States will conduct a sample inspection of imported goods at a ratio of 10%.
Bamboo products: In the first half of this year, bamboo products were notified of 16 cases, accounting for 25.8% of the total number of notifications. 8 of the EU Member States gave notice on such products, especially those sold to Poland, with special attention to formaldehyde and melamine migration.
Metalware: The number of notifications of metal products ranked third in the first half of the year, 10 cases, of which 7 cases were reported to Italy. The main reason for the notification is that the amount of nickel migration and total migration is too high. Therefore, the limit requirements for heavy metals for stainless steel and steel products exported to Italy should be paid special attention.
Sensory characteristics deteriorate: In the first half of this year, Lithuania announced 3 products that cause food sensory deterioration. Among them, 2 were plastic products and 1 were paper products.Therefore, we should pay special attention to factors such as deterioration of sensory characteristics when exporting to the European Union, especially in Lithuania. 。
