The AQSIQ recently announced the regulations on the record keeping, import records and sales records of imported cosmetics in China.
The regulation aims at implementing the spirit of the State Council in deepening the reform of "putting, managing, and serving", and strengthening the supervision and management of food products, so as to fully grasp the dynamic information of the cosmetics consignee, realize the traceability of imported cosmetics, ensure the rapid recall of the problem products when the quality and safety problems occur, and then establish a more orderly business environment and ensure consumer safety.
In order to facilitate the consignee to fill in the basic record information, import and sales records, the AQSIQ has established an information platform for importing cosmetics consignees, and the consignee can fill in the relevant information just by logging into the Internet and entering the platform.
At the same time, the AQSIQ has also adjusted the work flow, making it clear that the consignee can freely choose to enter the port at all ports of the country and apply for inspection as long as the basic information is recorded in a inspection and quarantine institution. This breaks through the barriers that only can be placed on the record and check for inspection, which has greatly facilitated the consignee, reduced the logistics cost and lightened the burden of consignees.
According to the inspection and quarantine department statistics, in the first half of 2016, China's inspection and quarantine import cosmetics 150655 batches and 2 billion 191 million US dollars, up 4.22% and 12.42% respectively compared with the same period last year. In 2015, a total of 294467 batches of imported cosmetics and $3 billion 971 million were imported, representing an increase of 15.10% and 18.56% respectively over the same period, and the import situation of cosmetics increased year by year.
The implementation of these measures indicates that China's imported cosmetics, like imported foods, have realized the whole process of information tracing, which is beneficial for the consignee to implement the main responsibility of imported cosmetics, and is conducive to real-time docking with related regulatory responsibilities.
