53 new food contact materials issued by the national standard

In November 18, 2016, 53 national standards related to food contact materials were officially released. Among them, there are 2 basic standards, 9 product standards, 41 test standards, and 1 other food related standards. With the release of this batch of standards, the new food contact material standard system is formed. Under the standard system, the standard will be divided into four parts: basic standard, product standard, testing method and production standard.


Compared with the previous draft, 2 basic standards have not been revised. However, the definition, scope of application, physical and chemical indicators, special requirements of migration test and corresponding resin list have been revised.






1. basic standard




The basic standard consists of 2 standards, namely, GB 4806.1-2016 "national food safety standards, general safety requirements for food contact materials and products" and GB 9685-2016 "food safety national standards for the use of food contact materials and products". The two dates will come into effect on October 19, 2017.


1.1 GB 4806.1-2016 "General requirements for food safety national standards for food contact materials and products"


The standard is a newly established standard, which is the cornerstone of the new standard system for food contact materials and products. The standards stipulate the basic requirements, limit requirements, conformity principles, inspection methods, traceability and product information requirements for food contact materials and products.


The main changes compared with the draft are:

  • Adjust the definition of "food contact materials and products" (additional requirements for "lubricating oil")

  • Revision of definition of "non intentional addition"

  • New definition of "effective barrier"

  • Revision of requirements for compliance statement and labeling requirements in product information


1.2 GB 9685-2016 "food safety national standards for the use of food contact materials and products"


This standard replaces GB 9685-2008. Compared with the 2008 version, the new version of GB 9685-2016 revised the standard name, revised the standard scope, revised some terms and definitions, changed the term "food containers and packaging materials" to "food contact materials and products", and revised its definition, added the "specific transfer total limit" and its definition.


For the appendix list of the permitted additives, the new version of GB 9685-2016 added the instructions for appendix to each part and adjusted the structure of appendix A. The varieties of additives were expanded from 958 to 1294, adding material from the 5 announcements issued by the Ministry of health and the health planning commission from 2012 to 2014, but also some high-risk substances were deleted.

In addition, this amendment also increased the special restrictions on the metal elements in Appendix C, added the abbreviation meaning of appendix D plastic materials, and added the directory of appendix E sorting according to CAS and sorting by word order.


The main changes compared with the draft are:

  • Add a principle of additive usage (Clause 3.5, principles on the use of substances listed in GB 2760 as food contact materials and additives)

  • There are 1294 varieties that are allowed to be used, and 22 fewer than the draft.

  • Deleting the definition of repeated "food contact materials and products" in GB 4806.1-2016 "general safety requirements"

  • Increase the definition of FCA number.

  • Adjusting instructions for appendix A




2. product standard




The product standard has 9 items, covering plastics, paper, metal, rubber, coatings, glass, ceramics and enamel materials and products. The 9 dates will come into effect on April 19, 2017. The effective date is prior to the basic standard.


Compared with the old standard, the product standard has generally revised the standard name, expanded the scope of application, and changed from "food container and packaging material" to "food contact material". The requirements for raw materials are also more detailed, and more list of raw materials is added, and inventory management is strengthened. At the same time, sensory requirements, physical and chemical indicators and label identification requirements are also revised. The migration experiment requires that except for special requirements, the rest are amended to comply with the requirements of GB 31604.1-2015.


Compared with the draft, metal and rubber standards have changed greatly, and several other standards have also been adjusted.


2.1 GB 4806.4-2016 "national standard for food safety ceramics"


This standard integrates 4 existing national standards (GB 13121-91, GB 14147-1993, GB 8058-2003 and GB 12651-2003) to integrate the scope of application of the standard. The revised standard applies to "this standard applies to ceramic food contact materials and products that are in contact with food". The terms and definitions of different types of ceramic products have been added, which is also applicable to glass products. Sensory requirements and physicochemical indicators have also been revised.


The main changes compared with the draft are:

  • Special requirements for migration tests for special types of ceramic products are increased.

  • Removed special label identification requirements for high temperature and microwave ceramic products.


2.2 GB 4806.5-2016 "food safety national standard glassware"


This standard replaces the relevant contents of GB 19778-2005. In addition to the revision of the standard name and scope, the requirements for raw materials, sensory requirements and marking requirements for glass products have been increased.


The main changes compared with the draft are:

  • Increase the definition of "edge" and "flash".

  • Deleting SML for "lead" and "cadmium"

  • Added SML restriction to "margin request".

  • Special requirements for increasing migration tests for special types of glassware


2.3 GB 4806.6-2016 "food safety national standard for food contact plastic resins"


This standard takes the place of 9 existing national standards and 1 original health department announcements. (GB 16331-1996, GB 9692-1988, GB 9693-1988, GB 9691-1988, GB 4803-1994, GB 15204-1994, GB 13115-1991, GB 13114-1991, GB 13116-1991, original health ministry 2011 announcement of 23).

In view of the existing standard system is divided into two categories of plastic resin and plastic molding products standard, this integrated cleaning will also formulate two standards for food contact plastic resin and plastic molding products respectively. The standard scope of application of plastic resins is limited to polymer resins, prepolymer, plastic materials, plastic sheets and other plastic intermediates and plastic products.


This revision has increased the demand for raw materials, clearly stipulates that the resin used for food contact with plastic molding products should comply with the provisions of the appendix. New resins that are not included in this standard list shall not be used, and they shall apply to the national health and Family Planning Commission for approval before listing.

In addition, the standard modifies migration test simulants and test conditions, and adds label identification requirements.


The main changes compared with the draft are:

  • Increase the scope of "thermoplastic elastomer".

  • The requirements for "total migration volume", "Potassium Permanganate consumption", "heavy metal migration" and "decolorization test" in the "physical and chemical indicators" were deleted.

  • The labeling requirements for plastic resins are refined.

  • The varieties of resin in Appendix A are adjusted from 103 to 102.


2.4 GB 4806.7-2016 "food safety national standard for food contact plastic materials and products"


This standard takes the place of 11 existing national standards (GB 16332-1996, GB 9689-1988, GB 17326-1998, GB 9688-1988, GB 9681-1988, GB 14944-1994, GB 9687-1988, GB 17327-1998, GB 14942-1994, GB 9690-2009, GB GB).

This standard applies to all kinds of food contact plastic materials and products. The revision amended the indicators of evaporation residue, specific migration limits and migration test methods, and increased the label identification requirements.


The main changes compared with the draft are:

  • Increase the definition of "masterbatch"

  • Deleting the definition of "food contact plastic materials and products" and "thermoplastic elastomer"

  • Potassium Permanganate consumption limit was revised from 12 mg/kg to 10 mg/kg

  • The limit of heavy metal migration was revised from 1.2 mg/kg to 1 mg/kg.


2.5 GB 4806.8-2016 "food safety national standard food contact paper and paperboard materials and products"


This standard replaces GB11680-1989 "Hygienic standard for food packaging base paper" and GB 19305-2003 "Hygienic standard for plant fiber food containers". The scope of application is expanded to all kinds of food contact paper, cardboard and paper products; the requirements of fiber raw materials and additives are increased; physical and chemical indicators and microbial indicators are supplemented and revised; and the special requirements of the migration experiment method are listed.


The main changes compared with the draft are:

  • Revised standard name

  • Revision of the definition of "food contact paper and paperboard materials and products"

  • Deleting the definition of "paper", "cardboard" and "paper products"

  • The original table 2 indicators of residue and migration were split into 2, 3 and 4 of the table.

  • The scope of the "migration index" test should be revised.

  • Remove the requirements for decolorization test


2.6 GB 4806.9-2016 "food safety national standard food contact metal materials and products"


This standard takes the place of GB9684-2011 "national standard for food safety stainless steel products" and GB 11333-1989 "Hygienic standard for aluminum tableware containers". At the same time, after revision and supplement, the scope of application of standards has been extended to all kinds of food contact metal materials and products, including metal coatings, so as to solve the problem of lack of applicable standards for metal food contact materials other than stainless steel and aluminum.


The metal standard issued by this time has changed considerably compared with the draft. The main changes are:

  • The requirements for raw materials have changed greatly: a number of impurities and residues in metal base, coating and welding materials have been deleted.

  • The migration index of physical and chemical indicators has increased by nearly 5-20 times.

  • Remove SML requirements for physical and chemical indicators for "impurity elements" and "alloying elements".

  • Remove SML requirements for Al, Sn, Sb and Zn in physical and chemical indicators.



2.7 GB 4806.10-2016 "food safety national standard food contact coatings and coatings"


This standard takes the place of 8 existing national standards (GB 4805-1994, GB 9680-1988, GB 9682-1988, GB 9686-2012, GB 11676-2012, GB 11677-2012, GB 11678-1989).

In the technical requirements, this standard has increased raw material requirements, revised and added physical and chemical indicators, and increased appendix A requirements for food contact coatings and coating materials. The resin used for coating materials for food contact should be selected from appendix A.


The main changes compared with the draft are:

  • It is clear that this standard does not apply to paper coatings and coatings.

  • Remove SML requirements for formaldehyde, free phenol, six valent chromium and fluorine in physicochemical indicators.

  • Increase the special requirements for the migration test method of heavy metals migration

  • The varieties of resin in Appendix A are adjusted from 110 to 105.

  • The restrictions on the 9 resins approved for use in the existing national standards for coatings and coatings were integrated into appendix A.


2.8 GB 4806.11-2016 "food safety national standards for food contact rubber materials and products"


This standard replaces GB 4806.1-1994 "Hygienic standard for rubber products for food". The scope of application of standards has been greatly revised. In the technical requirements, the raw material requirements were increased, the relevant requirements of appendix A were met, and the physical and chemical indexes were also revised. In addition, label identification requirements are added.


Compared with the draft, the standard of rubber issued officially changed greatly.

  • "Silicone rubber" shall be included in the standard application scope.

  • It is also applicable to "vulcanized thermoplastic elastomers".

  • Increase the definition of "natural rubber" and "silicone rubber"

  • Potassium Permanganate consumption limit was revised from 40 mg/kg to 10 mg/kg

  • Deletion of Zn migration volume, N- nitrosamine migration and N- nitrosamine mobility requirements in physicochemical indicators

  • Table A.1 basic polymer varieties for synthetic rubber are adjusted from 36 to 24 species.

  • New table A.2 list of basic polymers for silicone rubber (19 species)




3. detection methods




In the detection method, one of the universal detection methods GB 31604.1-2015 "food safety national standard food contact materials and products migration general rules" was released in September last year. The choice of food simulants, time and temperature in migration test is in line with the corresponding requirements of EU plastics regulations.


Among the 41 detection methods, including the general principles of GB 5009.156-2016 "food safety national standards for food contact materials and products migration test pretreatment", this universal detection method also includes the detection of individual substances, such as melamine, acrylonitrile, ortho benzene two formate and heavy metals. The effective date of these inspection methods is April 19, 2017.


After this release, the testing standard system is more perfect, which provides a good foundation for the testing of physical and chemical indicators and material limits in general standards and product standards.




4. production specification




There are no new production standards in this standard. Last September, the annual transition period of the GB 31603-2015 "general hygienic standard for food contact materials and products" (GMP), which was issued by the national food safety standard (GB), has ended. In September this year, it has been formally implemented.
