Conversion of mandatory national standards such as GB 5296.4 to recommendation

Detailed introduction

Recently, the Ministry of State Council standardized and coordinated the office of the inter ministerial joint conference to issue a notice (GB comprehensive letter [2017] 4), issued 11224 mandatory standards and 2066 mandatory standards project integration and streamlined conclusion.

Among them:

GB 5296.4-2012 "consumer goods instructions fourth part: textiles and clothing",

GB 9994-2008 "moisture regain for textile materials",

GB 1103.3-2005 "cotton natural colored velvet cotton",

GB 19635-2005 "cotton long staple cotton"

The four national standards are changed from mandatory to recommendable.

GB 5296.4-2012, the fourth part of the consumer product instructions: textiles and clothing has been integrated into the recommended standard. Many people think that the management of labeling is not relaxed, and fiber content and implementation standards can not be marked.

Regarding this issue, the twenty-seventh article of the product quality law clearly stipulates the content of the product's logo.

If the above contents do not meet the requirements, the Seller shall be responsible for repairing, replacing and returning goods; the Seller shall compensate for the losses caused by the consumers who purchase the products. If the seller fails to repair, replace, return or compensate for the losses in accordance with the provisions of the first paragraph, the product quality supervision department or the administrative department for Industry and Commerce shall order the rectification.

In terms of fiber, the following 5 mandatory standards, which are normalized by the Bureau, continue to be effective:

GB 18383-2007 "general technical requirements for wadding fiber products", GB 18267-2013 "Cashmere", GB 1523-2013 "sheep hair", GB 1103.2-2012 "cotton second parts: leather roller processing fine cotton", GB 1103.1-2012 "cotton first parts: sawtooth processing fine pile cotton" combined into one.
