In accordance with the procedures and requirements of the "Notice of the General Office of the Ministry of Industry and Information Technology on Launching the Application of 2019 Hundreds of Group Standards Application Demonstration Projects" (Industry and Information Technology Department Ke Han [2019] No. 152), upon application, local or industry recommendation, Preliminary review, expert review and other links, led by China Toys and Baby Products Association (hereinafter referred to as "China Toy Association"), Eqo Testing and Certification Co., Ltd. (referred to as EQO) in conjunction with industry leading manufacturers and distributors. The group standard of "Safety Requirements for Children's Floor Mats" was selected into the "Hundreds of Group Standard Application Demonstration Projects" by the Ministry of Industry and Information Technology in 2019.

The group standard "Safety Requirements for Children's Floor Mats" was officially released and implemented in October 2018. The group standard responds to the needs of enterprises, reflects market needs, and reflects the advancement of China's toy and baby products industry standards.

1. The group standards for children's floor mats have promoted the process of standard reform at home and abroad

  1. Promote the International Organization for Standardization to re-discuss the product standard and form effective recommendations

   On July 5, 2017, the China Toy Association held the "Seminar on Standards for Children's Floor Mats", which officially started the standard drafting work. The participating manufacturers proposed that the existing tension and torque testing methods and tools are not suitable for children's floor mat products, and The testing methods lack standardized and unified standards, and the testing results of the same product in different testing institutions are quite different, resulting in unfair treatment of enterprises in national and local spot checks. China Play Association communicated with ISO/TC 181 Chairman Christian Wetterberg, and relevant domestic and foreign experts also discussed at the ISO/TC 181/WG 1 working group meeting, and reached two suggestions: a. Develop simulated children's fingers, nails, teeth A new test tool for pulling; b. Discuss a special test method for children's floor mats.

  2. Solve the problem of unclear certification of children's floor mat products

  Another issue that was highlighted in the July 2017 workshop was the unclear certification: different certification bodies have inconsistent definitions of how to certify children's floor mats. The emergence of this situation has caused enterprises to encounter great difficulties in the sales of online and offline platforms: the relevant distributors require 3C certificates, but the enterprises cannot obtain the corresponding certificates. After the discussion, the China Games Association reported the relevant issues to the former CNCA, which in December of the same year issued No. 41 of 2017, "National Certification and Accreditation Administration on Including "Climbing Mat" Products Into Mandatory Announcement on the Scope of Product Certification", which clarifies whether children's floor mat products belong to the scope of CCC certification and the certification requirements.

  3. Standardized laboratory testing methods

    Before the release and implementation of the group standard "Safety Requirements for Children's Floor Mats", there were mainly two problems in the test: a. For the age group determination of children's floor mats, some companies wrote the applicable age in order to avoid the requirements, and they also passed the b. The tensile force and torsion force test methods of different testing institutions are not unified, resulting in very different final results.

The "Safety Requirements for Children's Floor Mats" clarifies the age group, uniformly standardizes the tensile force and torque test tools and test methods, and solves the problem of inconsistent operation of different testing agencies from the source.

2. Tighten the clear requirements of the indicators, and standardize the children's floor mat market with group standards

  "Children's Floor Mat Safety Requirements" refers to the latest domestic and foreign standard requirements, and has a stronger pertinence. Compared with the basic requirements of the national toy general standard, a number of indicators related to children's health have been added. The detection method has also been standardized and clarified, and higher requirements have been put forward for products, which are embodied in:

  1. The mechanical and physical requirements of the product closely follow the requirements of the latest domestic and foreign standards, and the product testing methods are clarified and standardized according to the characteristics of the floor mat product;

In terms of chemical properties, the group standard not only adds the limit requirements for formamide, which is widely concerned, but also closely follows the latest requirements at home and abroad for the limit requirements of migratory elements, polycyclic aromatic hydrocarbons, bisphenol A and other substances.

  3. In terms of product identification, specific warnings and explanation requirements have been added for the characteristics of children's floor mats.

  The release and implementation of the group standard "Safety Requirements for Children's Floor Mats" reflects the industry's high standards and strict requirements for children's products, and reflects the concern for children's health and safety. It will also fully purify the children's floor mat market and provide children with a safe, green activities, play environment.
