In June 25, 2019, the EU issued the new persistent organic pollutants (POPs) Regulation (EU) 2019/1021. The new regulations will come into effect in July 15, 2019, and the original regulation (EC) No 850/2004 will be abolished. The main changes are as follows:
1, amend the definitions of "put on the market", "goods", "substance", "mixture" and so on, in line with the EU REACH regulation (EC) No 1907/2006 and the EU Waste Framework Directive 2008/98/EC.
2, the ECHA will cooperate with the European Commission and the law enforcement agencies of the member states to take part in relevant supporting work, such as material list management and market supervision.
3, new decaBDE control requirements: 10% of bromo diphenyl ether in the material should not exceed 10 mg/kg, the total sum of four bromine, five bromine, six bromine, seven bromine and 10 bromide diphenyl in mixture and articles should not exceed 500 mg/kg, which is not applicable to the electrical and electronic products and some specific products in the EU RoHS directive 2011/65/EU control range.
4, new PCP (PCP) and its salt and ester control requirements, prohibit the production and marketing and use of PCP in the form of this substance and its mixture and articles.
