Market Supervision Bureaus (Offices, Committees) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:

At the end of 2018, the General Administration of Market Supervision organized a national supervision and spot check on the quality of seven kinds of products such as leather garments. The spot check is now reported as follows:

First, the basic situation

(1) A spot check. The spot checks are 7 kinds of products such as leather garments, spinning bicycles, bathroom furniture, solvent-based wood coatings, floor coatings, household solar water heating systems, and primary batteries.

A total of 459 batches of products produced by 458 companies (not involving export products) were sampled. A total of 71 batches of products were found to be unqualified, and the unqualified discovery rate was 15.5%. Among them, the unqualified discovery rate of three kinds of products such as sanitary furniture, solvent-based wood coating and household solar water heating system is less than 10%; the unqualified discovery rate of three kinds of products such as primary battery, floor coating and leather garment is 10%. Between 30%; the unqualified discovery rate of spinning bikes was 44.1%.

According to the "Notice of the State Administration of Market Supervision on the State Supervision and Inspection of 30 Kinds of Product Quality in 2018" (National City Supervision and Supervision Letter [2019] No. 96), a batch of plush cloth toy products was in the process of opposition No notification has been made, and related work has been completed. The result is unqualified.

(2) Tracking the spot check. This time, the number of unqualified enterprises in the last spot check was 18. Among them, one company was still unqualified in this spot check, and 17 companies were qualified for this spot check.

(3) Main practices. The first is to adopt a "double random" random inspection method. The bidding was selected as a short-listed technical service organization. After the finalists, the “double random” information system was used to randomly determine the random inspection enterprises, randomly determine the inspection institutions, and conduct random matching. The second is to implement sampling separation. Sampling separation is performed between technical service organizations identified by "double random". The third is to remotely monitor the entire sampling process and provide traceability evidence.

Second, the results of spot checks

(1) Leather clothing. 90 batches of leather garment products produced by 90 enterprises in 8 provinces (cities) were sampled, of which 26 batches were unqualified, and the unqualified discovery rate was 28.9%. The focus was on six items including tearing force, rubbing color fastness, decomposable carcinogenic aromatic amine dye, decomposable harmful aromatic dye, formaldehyde content and free formaldehyde. Unqualified items involve tearing force and rubbing color fastness.

(2) Spinning bikes. A total of 34 batches of spinning products produced by 34 enterprises in 7 provinces (cities) were sampled, of which 15 batches were unqualified, and the unqualified discovery rate was 44.1%. Focus on 10 items including stability, external structure, inherent load, handle, pedal, emergency braking system, bottom clearance, adjustment and locking mechanism, and holding position. Unqualified items relate to stability, external structures, handles, and emergency braking systems.

(3) Household solar water heating systems. A total of 69 batches of household solar water heating system products produced by 68 enterprises in 9 provinces (cities) were sampled, of which 6 batches were unqualified, and the unqualified discovery rate was 8.7%. The project focused on 15 items including hot water tank, safety device, thermal performance, overheat protection, electrical safety, external thermal shock, freeze resistance, negative pressure shock resistance, pulse pressure and energy efficiency rating. Unqualified items involve hot water storage tanks, thermal performance, and energy efficiency ratings.

(4) Bathroom furniture. 53 batches of sanitary furniture products produced by 53 enterprises in 7 provinces were randomly selected, of which 5 batches were unqualified, and the unqualified discovery rate was 9.4%. The project focused on the physical and chemical properties of the surface coating of wooden parts, the limit of harmful substances in wood products, and the physical and chemical properties of countertops. The unqualified items involve the physical and chemical properties of the paint film on the surface of wooden parts and the limit of harmful substances in wood products.

(5) Solvent-based wood coatings. 120 batches of solvent-based wood coating products produced by 120 enterprises in 11 provinces (cities) were sampled, 9 of which were unqualified, and the unqualified discovery rate was 7.5%. The project focused on 24 items including volatile organic compound content, benzene content, halogenated hydrocarbon content, total free diisocyanate content, and methanol content. The unqualified items relate to the sum of benzene content, halogenated hydrocarbon content, methanol content, volatile organic compound content, and free diisocyanate content.

(6) Floor coatings. A total of 43 batches of floor coating products produced by 43 enterprises in 8 provinces (cities) were sampled, of which 5 batches were unqualified, and the unqualified discovery rate was 11.6%. 14 items including pressure resistance, impact resistance, wear resistance, chemical resistance, volatile organic compound concentration, free formaldehyde mass fraction, and total mass fraction of toluene and xylene were tested. The unqualified items involved volatile organic compound mass concentration, chemical resistance, free formaldehyde mass fraction, and total mass fraction of toluene and xylene.

(7) Primary batteries. 50 batches of primary battery products produced by 50 enterprises in 8 provinces (cities) were randomly selected, of which 5 batches were unqualified, and the unqualified discovery rate was 10.0%. The focus was on testing 9 items of open circuit voltage, discharge performance, leakage and deformation, improper installation, overdischarge, and free fall. Unqualified items involve discharge performance, leakage and deformation, and incorrect installation.

Third, the job requirements

In response to the problems found in the national supervision and spot check of this product quality, the provincial, autonomous region, municipality directly under the Central Government and the Xinjiang Production and Construction Corps Market Supervision Bureau (office, committee) shall follow the "Product Quality Law of the People's Republic of China", "Administrative Measures for Product Quality Supervision and Inspection", etc. It is stipulated that the post-processing work should be done carefully.

(1) For the production enterprises found to have problems in this spot check, especially those that fail to pass the random inspection, they must be dealt with seriously according to law.

(2) For products with high unqualified discovery rate in this spot check, such as spinning bicycle products, it is necessary to increase the follow-up supervision and inspection of production enterprises.

(3) The local government and relevant departments shall be notified of the unqualified products in this spot check, and effective measures shall be taken to urge enterprises to implement the main responsibility of product quality and safety according to law, and guide enterprises to organize production in strict accordance with standards and earnestly safeguard product quality and safety.
