Information ┃ EU RoHS four phthalate restrictions require formal implementation

Since July 22, 2019, the EU has formally controlled four ortho two formic acid esters in general electrical and electronic equipment.

This article will mainly help you understand the content of o-phthalate two formate from the control requirements, main uses, risk of violation, testing methods and environmental protection alternatives of o-phthalate two, so as to help enterprises effectively cope with the control of o-benzoic acid two formate.

Hazards and main uses of o-benzoic acid two

O-benzoic acid two is a generic term for a class of compounds, which can affect human hormones (especially children), which may damage human liver, kidney and reproductive organs and cause cancer risk.

It is mainly used as plasticizer for plastics, and it is possible to exist in many products. In electronic and electrical products, such as cables, rubber, ink, paint, adhesives, leather and coating materials, there are great risks, especially in PVC materials.

Violation risk of o-phthalate two

There is no violation case for RoHS o-benzene, but under the EU system, besides RoHS2.0 controlling the o-benzene matter, there are also controls in REACH 17.

Relative to RoHS 2, REACH restricted the control of o-benzene for children's products, limiting the number of o-benzene, the limit is also more stringent. From the European Union's sampling situation of toy products, the management effect of o-benzene remains to be improved. The EU RAPEX website frequently notified the violation of REACH ortho phthalate two cases. In 2019, 1-5 cases of violation cases reached 60 cases, involving four kinds of o-benzene, such as DEHP, DBP, DIBP and DINP, of which DEHP exceeded the standard cases up to 56 cases, DBP15 cases, DINP7 cases, DIBP4 cases (some products appeared over a variety of substances exceeded standard), and the content of adjacent benzene reached 43.8%.

In the EU RoHS 2, after the formal implementation of o-benzoic acid two formic acid, o-benzoic acid two will also become a key risk monitoring material for electronic and electrical products.

Test method for o-phenyl two formic acid ester

The choice of test methods is based on the application scope of the method and the control requirements of the supply chain. Here are some common testing methods:

The most practical part of electrical and electronic products is IEC62321-8:2017, that is, the determination of some substances in electrical products - the eighth part: the determination of specific o-phenyl two formic acid in polymer materials by mass spectrometry. Attention should be paid to the rapid screening of o-benzene by XRF.

For the test of children's use and care products exported to the European Union, EN14372: 2004 is the safety requirement and test for children's use and nursing supplies knife and fork and feeding tools.

There are also other national standards, such as the CPSC-CH-C1001-09.4 issued by the US Consumer Product Safety Commission (CPSC), that is, the standard operation procedure for the determination of o-phthalate two, which can be used for the determination of o-benzoic acid two formate in children's toys and care products stipulated in section 108th of the consumer product Safety Improvement Act (CPSIA).

Alternatives to o-phthalate two

With the progress of science and technology, eliminating backward toxic and harmful plasticizers, researching, developing and producing non-toxic, cheap and environment-friendly plasticizers is an urgent problem to be solved. At present, the common research objects are epoxy plasticizers (such as epoxidized soybean oil, epoxy cottonseed oil, epoxy rice bran oil, epoxy sunflower oil), polyester plasticizers (such as adipic acid, nonyl two acid, decanoic acid two, glutaric acid and benzene two formic acid), citric esters (three butyric acid citric acid and three butyl acetyl citrate) and triglyceride series plasticizers. These plasticizers have the characteristics of good performance and environmental friendliness, and are the key research directions. Enterprises can develop environmentally friendly plasticizers in combination with product performance requirements.

This is a reminder to all electronic enterprises that all electrical and electronic products (except medical equipment and monitoring equipment) currently need to meet the RoHS Directive's requirements for 10 hazardous substances (products belonging to electronic toys), and also follow the restrictions on phthalate two formate in Appendix XVII of REACH regulations.
