Announcement of annual designated work of certification laboratory

In order to further deepen the reform of compulsory product certification system, constantly stimulate the vitality of the certification and testing industry, and facilitate the certification of manufacturing enterprises, the National Commission on accreditation shall, according to the certification and accreditation regulations, compulsory product certification bodies, inspection institutions and laboratory management measures (65 order of the AQSIQ), and the notice of the National Commission for Discipline Inspection on further deepening the reform of the designated examination and approval system for compulsory certification implementation institutions (Bulletin No. thirty-fourth) in 2015, and the relevant provisions of the notice of the National Commission for Discipline Inspection on adjusting the mandatory administrative requirements of certification bodies, inspection institutions and laboratories designated for compulsory product certification and related activities (Announcement No. eleventh of 2016), the annual designated work of compulsory product certification laboratory in 2016 will be carried out, and the relevant information is hereby announced as follows:

I. principle of designation

(1) open, fair, fair competition, preferential use and rational utilization of resources;

(two) to meet the needs of enterprises in industrial concentration.

(three) under the same conditions, priority should be given to the integration of standard testing and certification and laboratories with relevant product testing experience.

Two. Specify requirements

It is proposed to increase the designated laboratories in the areas of compulsory certification products (see the annex for specific requirements, and specify item number 1~9).

Three. The conditions for accepting the application.

A laboratory that applies for compulsory product certification test shall meet the following requirements:

(1) having the basic conditions and abilities prescribed by laws and administrative regulations, and recognizing them according to law;

(two) get the qualification qualification and have relevant experience in the field, and engage in testing work for more than 2 years or produce more than 20 reports of related products.

(three) meet the general requirements of the national standard for laboratory technology capability;

(four) no bad record was recorded within 6 months before application.

(five) the legal person nature, ownership structure and organizational structure of the unit can ensure its fair and independent implementation of testing activities.

(six) any equipment or facilities required to undertake the corresponding product certification test activities, or authorized by the ownership units of the relevant equipment or facilities, can independently use equipment and facilities.

(seven) the testing personnel have received the education and training necessary for the corresponding product certification test, and have the relevant standards, technical specifications and mandatory product certification implementation rules, and have the necessary product testing ability.

Four. Designated work arrangement

(1) laboratories that meet the above requirements and have the willingness to undertake corresponding testing tasks, please declare according to the following requirements:

1. 2, the application should be completed according to the number of different specified items.

3, the applicant should send the paper application to the National Commission on Accreditation (FCA) before 17:00 on June 3, 2016 (whichever is the right to receive), and submit the application online.

4, the applicant should ensure that the authenticity of the application materials, if found false, concealment, etc., will be abolished the designated qualifications.

5, in order to ensure the order of work, I will not accept direct application to submit paper applications, send materials to recommend the use of EMS EMS.

(two) from June 6, 2016 to June 10th, the National Commission for accreditation made a preliminary examination of the application materials submitted by the applicants, deciding whether to accept them and giving feedback to the applicants.

(three) from June 13, 2016 to July 1st, the National Commission for accreditation made a technical review of the application materials submitted by the applicant organization, and organized experts to conduct the review and put forward the conclusion of the evaluation. If there is a need to carry out on-site audits on whether the applicant institutions meet the general requirements of the national standards for laboratory technical capability, the time required for this stage will be extended accordingly.

(four) before July 15, 2016, the National Accreditation Commission decided to publish and publish the directory and scope of the designated laboratories. In case of on-site audit, the time required for this stage will be postponed accordingly.

(five) if the applicant organization has any objection to the designated decision, it will submit a written complaint and complaint to the National Commission for discipline inspection within 15 working days from the date of the publication of the specified list.
