Inspection and testing organizations are thickened.

Private sector has become the main force in the growth of inspection and testing service industry

From the perspective of institutional attributes, there are 18665 inspection and testing organizations in enterprises, accounting for 59.97% of the total number of institutions, 11853 types of public institutions, 38.09% of the total number of institutions, and 604 other legal persons, accounting for 1.94% of the total number of institutions. In the past three years, the proportion of public institution inspection and testing institutions was 42.5%, 40.6% and 38.1% respectively, showing a declining trend year by year.

From the perspective of property rights, there are 15012 state-owned and state holding companies, 896 collective holding companies, 12498 private enterprises, 187 Hong Kong, Macao, Taiwan and foreign-invested enterprises, and 2529 other institutions. Over the past three years, private inspection and testing institutions have maintained rapid growth, with an annual average growth of more than 30%, an annual growth of over 17% of operating revenue, and rapid development of foreign inspection and testing institutions in China, with a 28.7% increase in business revenue in 2015. This shows that the private sector has become a new force in promoting the development of the inspection and testing market.

The inspection and inspection institutions are still small and weak.

The number of practitioners in 96.2% of the national inspection and testing institutions is less than 100, with an average employment rate of 32, most of which belong to small and micro enterprises. More than 82% of the national inspection and testing institutions provide services only in the province's region. The number of agencies providing nationwide services is relatively small, and there are few international development agencies. In addition, the domestic inspection and testing market is becoming more competitive. In the past three years, the number of inspection and testing reports has been reduced by 3.8%.

The 1415 problem bodies have been dealt with.

In 2015, the National Commission for Discipline Inspection and supervision carried out the special supervision and inspection activities of inspection and testing institutions, organized 27 industry evaluation teams, and 31 provincial quality and technical supervision departments, and supervised and examined over 31 thousand inspection and testing institutions nationwide, including self-examination, flight inspection, proficiency testing and blind assessment.

Administrative treatment or administrative penalty, including 520 administrative agencies which are not standardized in document management and not strict in personnel management, etc., has made administrative admonishing treatment to 123 institutions that have gone beyond the scope of inspection and inspection, and the quality system can not operate effectively. 16 institutions such as Beijing Viking jewellery and jade identification Co., Ltd. and Shijiazhuang jalheng motor vehicle inspection Service Co., Ltd. have been revoked to deal with the qualification. The central grain reserve, Chongqing Beibei directly under the grain and oil testing center, the Ningxia highway administration central laboratory, Fujian Sanming motor vehicle inspection station, Sichuan provincial west university judicial authentication center and 756 other institutions that fail to meet the requirements of qualification accreditation shall be cancelled. A total of 1415 inspection and testing institutions have been accreditation departments for illegal or irregular operation. By strengthening supervision, the overall operation standard of China's inspection and testing market, the quality of inspection and testing has steadily increased.

According to the laws and regulations of China, the inspection and testing organizations that produce the data and results that are proved to be issued to the society shall be accreditation according to law, and the qualification identification ("CMA") logo shall be used in the inspection report. When choosing a testing and testing institution, all parties concerned should pay attention to whether they have obtained qualification qualification according to law, and whether they have issued inspection and test reports with CMA marks, so as to protect their legitimate rights and interests.
