Xu Zengde, chief engineer of the National Commission for Discipline Inspection and supervision, informed China of the development of the inspection and testing industry, as well as the supervision and management of the qualification of inspection and testing institutions in 2015 by the National Commission for Discipline Inspection and supervision.

Inspection and testing together with standards, metrology, certification and accreditation together constitute the internationally recognized national quality and technology foundation, which plays an important technical support role in safeguarding national and social public safety, promoting the quality of products and services, protecting consumers' interests and promoting industrial upgrading. In recent years, the state has identified the inspection service industry as producer services, high-tech services and technology services.

Xu Zengde analyzed the statistical data of the national inspection and testing service industry in 2015, and summarized the positive development trend of China's inspection and testing industry in 3 aspects:

One

Inspection and testing services continue to maintain rapid growth

From the perspective of the number of institutions, as of the end of 2015, a total of 31122 inspection and testing institutions in the whole country increased by 9.82% over the 2014 year, with an average annual growth rate of 11.92% over the past 3 years.

From the perspective of operating revenue, the national inspection and inspection service business income was 179 billion 998 million yuan, an increase of 10.37% over the previous year, and an average annual growth of 13.45% over the past 3 years, much higher than that of the national gross domestic product (GDP).

From the perspective of absorbing employment, the total number of employed population in the national inspection and testing service industry totaled 945073 people, an increase of 8.78% over the previous year, and an average annual growth rate of 10.36% over the past 3 years, which is higher than that of the nationwide new employment population.

Under the downward pressure of China's economic growth and slow growth, inspection and testing service industry has maintained rapid development, and its contribution to the national economy has continued to rise. It has become an important platform for "public entrepreneurship and innovation", and has made positive contributions to the strategic goal of "steady growth, structural adjustment and development promotion".

The quality of inspection and testing service industry has improved significantly.

The national inspection and testing institutions have 4463801 sets of various instruments and equipment, the original value of all instruments and equipment is 301 billion 759 million yuan, the laboratory area is 53 million 691 thousand and 500 square meters, and the equipment assets in the past 3 years have increased by 26.69% annually. By the end of 2015, the number of institutions recognized by hi-tech enterprises in the national inspection and testing institutions was 1689, representing an increase of 70.7% over 2014. It shows that the comprehensive strength of China's inspection and testing service industry has been significantly enhanced and the quality of development has been improved.

From the perspective of institutional attributes, there are 18665 inspection and testing organizations in enterprises, accounting for 59.97% of the total number of institutions, 11853 types of public institutions, 38.09% of the total number of institutions, and 604 other legal persons, accounting for 1.94% of the total number of institutions. In the past 3 years, the proportion of public institution inspection and testing institutions was 42.5%, 40.6% and 38.1% respectively, showing a declining trend year by year.

From the perspective of property rights, there are 15012 state-owned and state holding companies, 896 collective holding companies, 12498 private enterprises, 187 Hong Kong, Macao, Taiwan and foreign-invested enterprises, and 2529 other institutions. Over the past 3 years, private inspection and testing institutions have maintained rapid growth, with an annual average growth of more than 30%, an annual growth of over 17% of operating revenue, and rapid development of foreign inspection and testing institutions in China, with a 28.7% increase in business revenue in 2015. This shows that the private sector has become a new force in promoting the development of the inspection and testing market.

In 2015, a total of 1415 inspection and testing institutions were subjected to administrative treatment or administrative punishment by the accreditation department because of illegal or irregular operation.

Among them, 520 institutions that had problems such as non-standard document management and strict personnel management were dealt with by administrative admonish, and 123 institutions that had exceeded the scope test and the quality system could not operate effectively were suspended.

16 institutions, including Beijing Viking jewellery and jade identification Co., Ltd. and Shijiazhuang Gao motor vehicle inspection and Testing Service Co., Ltd., are required to revoke their qualification to deal with the situation where the false inspection and inspection reports are issued. The 756 agencies that fail to meet the requirements of qualification accreditation are to cancel the qualification processing for the central grain reserves, Chongqing Beibei directly under the center for grain and oil testing, the Central Laboratory of the Ningxia highway administration, Fujian Sanming motor vehicle safety inspection station, and Sichuan west university judicial authentication center. By strengthening supervision, the overall operation standard of China's inspection and testing market, the quality of inspection and testing has steadily increased.

Xu Zengde hints that according to the laws and regulations of China, the testing and testing institutions that produce the data and results that are proved to be issued to the society shall be accreditation according to law, and the qualification identification ("CMA") logo should be used in the inspection report. It is hoped that all parties in the community will be concerned about whether they have obtained the qualification according to the law and whether they will issue a test report with CMA logo in order to protect their legitimate rights and interests.
