China RoHS 2 formally implements these contents today, you must understand!

The administrative measures for the restricted use of hazardous substances in electrical and electronic products jointly issued by the Ministry of industry and information technology, the Ministry of science and technology, the Ministry of finance, the Ministry of environmental protection, the Ministry of Commerce, the General Administration of customs and the General Administration of quality supervision, inspection and quarantine will be formally implemented in July 1, 2016. The "pollution control measures for electronic information products" promulgated in February 2006 was abolished simultaneously. The industry promulgated the newly promulgated "measures" as China's RoHS 2. About China RoHS 2, the following content you must understand!

brief introduction

Administrative measures for the restricted use of hazardous substances in electrical and electronic products (thirty-second order)

Name: China RoHS 2.

Date of promulgation: 01, 06 2016.

Date of implementation: 07, 01 2016.

Announcement: jointly announced by the Ministry of industry and information technology, the development and Reform Commission, the Ministry of science and technology, the Ministry of finance, the Ministry of environmental protection, the Ministry of Commerce, the General Administration of customs and the General Administration of quality supervision and quarantine.

Predecessor: "electronic information products pollution control management measures" (02 2006, 28, by the Ministry of information industry, the development and Reform Commission, the Ministry of Commerce, the General Administration of customs, the General Administration of industry and commerce, the General Administration of quality supervision and quarantine and the former Environmental Protection Administration jointly issued the thirty-ninth order, which came into effect on 2007 03 and 01) and abolished it at the same time.

objective

In order to control and reduce environmental pollution caused by electrical and electronic products, promote cleaner production and comprehensive utilization of resources in the electrical and electronic industry, encourage green consumption, protect the environment and human health.

Scope of application

The production, sale and import of electrical and electronic products in People's Republic of China.

The definition of electrical and electronic products depends on the current or electromagnetic field or for the purpose of producing, transmitting and measuring current and electromagnetic fields. The rated voltage is 1500V and the alternating current does not exceed 1000V.

China RoHS 2 contains DC 1500 volts and less than 1000 volts of electrical and electronic products (range of products, including white appliances such as air conditioners, refrigerators, washing machines, etc.).

The old China RoHS contains 10 types of electronic information products (white goods such as air conditioners, refrigerators, washing machines, etc.).

Requirement

1. products included in the catalogue of compliance management:

According to the requirements of the management measures, a set of supporting catalogues for compliance management will be worked out. The catalogue has not yet been released. The products that are listed in the Management Catalogue of catalogues must satisfy the requirements of restricted use of hazardous substances in the management method. On the other hand, the products should be identified on the basis of the content of harmful substances in the products.

2. products not included in the catalogue of compliance management:

The products that are not included in the catalogue of catalogues are not mandatory, but must satisfy the limit value of harmful substances. That is to say, products can contain certain harmful substances, but they must be identified and explained. In the product description, according to the required format, the names and contents of harmful substances and harmful substances in the product are described.

Generally speaking, the products in the scope of the management method, whether or not they are included in the catalogue of compliance management, must be identified and explained according to the requirements of SJ/T 11364-2014 standard. The products listed in the Compliance Management Catalogue shall also meet the requirements of the limit values of lead, cadmium, mercury, six valent chromium, polybrominated biphenyl, polybrominated two phenyl ethers and other harmful substances stipulated in the GB/T 26572-2011 standard.

Conformity assessment system

The catalogue for the management of hazardous substances in electrical and electronic products is a catalogue developed for the purpose of limiting the use of hazardous substances in electrical and electronic products, including categories of electrical and electronic products, types of restricted substances used, restricted use time and exceptional requirements.

The products listed in the catalogue must meet the requirements for restricted use of hazardous substances (mandatory requirements).

Restricted use of hazardous substances

Lead (Pb) and its compounds;

Mercury (Hg) and its compounds;

Cadmium (Cd) and its compounds;

Six valence chromium (Cr6+) compound;

* polybrominated biphenyl (PBBs);

[Abstract] polybromo two phenyl ether (PBDEs).

* other hazardous substances prescribed by the state.

The management method does not list specific requirements. At present, specific requirements can be implemented according to GB/T 26572-2011.

Note: China RoHS is not exempt at present.

Identification and description requirements

 Green logo.Png

Green logo

According to the standard: SJ/T 11364-2014.

Green label means that there are no 6 kinds of toxic substances or / or contain less than the limit value.

The letter "e" means the word head of the English word electronic (Electrical) and the environment (environmental).

The curve arrows around it represent recyclable.

Generally, it is green, but it does not stipulate that it must be green.

According to the standard: SJ/T 11364-2014.

Orange logo has warning effect. It indicates that the product contains restricted harmful substances and the content exceeds the limit.

The intermediate figures indicate the duration of environmental protection, and are determined by the producers themselves. The figure "10" is taken as an example, meaning that the product should enter the product recycling system after 10 years.

In addition to marking the product, it is also necessary to list the Chinese table in the product description to illustrate what elements and substances are on the components.

Product packaging materials should also be identified.

Generally speaking, it is orange, but it does not stipulate that it must be orange.

Matching standard

1.. Requirements for restricted use of hazardous substances in electrical and electronic products (SJ/ T11364-2014);

2. limit requirements for restricted substances in electrical and electronic products (GB/T 26572-2011);

3. standards for testing harmful substances:

Determination of six restricted substances (lead, mercury, cadmium, six valent chromium, polybrominated biphenyl and polybrominated two phenyl ether) of electrical and electronic products (GB/T 26125-2011, IDT IEC 62321:2008).

Atomic fluorescence spectrometry for determination of six valence chromium in electrical and electronic products (GB/T 29783-2013).

Restrictions

Prohibited (not exceeding the limit).

1. The prohibition of inclusion in the catalogue of compliance management must not exceed the limit.
2. There is no limit to the list of management documents not listed.

No exemptions

Ways of implementation

Direct restriction prohibits the use of exemption.

1. The products listed in the Management Catalogue must meet the requirements, and the labels should be added.
2. No marking should be added to the catalogues that are not included in the standards.
