Li Keqiang, premier of the State Council, chaired the executive meeting of the State Council on August 24th, deploying to promote the standards and quality of consumer goods, and increase the effective supply of "made in China" to meet the needs of consumption upgrading.

The meeting pointed out that upgrading the quality of consumer goods with advanced standards and forcing the upgrading of equipment manufacturing industry is the key to the implementation of "made in China 2025", pushing the "made in China" to the middle and high end, laying a solid foundation for industrial development, and also an important starting point to push forward the structural reform of the supply side. It can rely on the huge advantages of our market to bring about multiple effects such as expanding effective demand and improving people's quality of life.

The meeting confirmed that we should closely focus on the consumer goods, such as food, household appliances, consumer electronics, decoration, clothing, cosmetics, daily chemicals, maternity, the elderly and disabled products, cultural, educational, sports and leisure products, which are closely related to the daily life of the masses. We should give full play to the role of the market mechanism and the main body of enterprises, and establish a new standard system that is coordinated by the government led development standard and the market independently formulated standards.

First, we must closely control the quality and safety factors of consumer goods, and speed up the establishment of a number of mandatory national standards. We should improve the conformance of domestic and international standards of consumer goods, and promote the realization of "the same line and the same quality". We should focus on developing a number of core components of consumer goods manufacturing, including key parts and components, key basic technologies, key basic materials and industrial technology. We will carry out pilot projects for the transformation of scientific and technological achievements into technological standards, and upgrade standards with scientific and technological innovation. We should establish a standard leader system to support the development of social organizations and enterprises better than those of the state and industry.

Two is to guide enterprises to enhance their quality, brand and marketing awareness, carry forward the spirit of entrepreneurs and craftsmen, implement fine quality management, support enterprises to improve quality online monitoring, control and product lifecycle quality traceability, and encourage large and medium-sized enterprises to implement the chief quality officer system. We should strengthen vocational education and skills training, set up a "dual" technical personnel training mechanism for schools and enterprises, and introduce the system of remuneration and honor that embodies the value of technicians. We should strengthen brand building and enhance the popularity and reputation of Chinese consumer goods. We should encourage social capital to set up a special fund for consumer goods standards and quality improvement, and create a good social atmosphere that respects technology and quality.

The three is innovation standards and quality supervision. We should implement random sampling enterprises, random sampling products, and randomly select testing institutions, and speed up the construction of cross departmental and cross industry public service platform for consumer goods quality information. Guide enterprises to declare their products and service standards, and incorporate standard implementation into quality credit records, and increase social supervision. The establishment of inspection and certification bodies shall be jointly and severally liable for the quality of products.

Four, we should establish a traceability system for the quality and safety of major consumer products, strengthen consumer rights protection, promote normalization of defective product recall, establish punitive damages for consumer goods quality and safety, sellers' first payment, liability insurance, and so on. We should crack down on local protection and crack down on infringement, counterfeiting, shielding and connivance of illegal operations in import and export, online shopping.

The five is to closely integrate consumer product standards and quality upgrading with equipment manufacturing upgrading, and guide the equipment manufacturing enterprises to actively improve the performance, function and technology level of the equipment products, and promote the upgrading of the "China made" whole industrial chain.

In order to better reflect the requirements of decentralization, decentralization, and optimization of services, the meeting decided to establish a negative list management system for consumer goods production and operation, and abolish other market access restrictions for consumer goods production and operation in addition to mandatory standards and laws and regulations. We should promote the sharing of information on the quality supervision of consumer products, and do not repeat spot checks within 6 months for the same type of products of the same enterprise, which are qualified by the state supervision and spot checks.Encourage more enterprises to take the road of quality development.
