Case study of Shanghai defective consumer goods chain recall management

In December 12, 2016, Pigeon Management (Shanghai) Limited introduced the defective consumer products recall plan to Shanghai quality and Technical Supervision Bureau, and recalled some baby wet wipes. This is the eighth case in January 1st of this year when the General Administration of quality supervision and Quarantine (qqsiq) formally implemented the regulation on the management of defective consumer products. In the recall of defective consumer products in Shanghai, the company took the initiative to recall the case.

From the recall application submitted by Pigeon, the company found that some of the wet wipes were defective in appearance, and immediately stopped the production of the product. It also told the sellers at all levels to stop selling products that might be defective, return the related products to the manufacturer, and release recall notices to the society for recalling voluntarily.

However, unlike Pigeon's active recall, IKEA, also known as the world's leading company, was recalled in June 29th this year. IKEA group recalled 39 million drawer boxes including Malm (Malm) series in North America. After the recall in North America, the "lethal cupboard" is still being sold in China. Domestic consumers, consumers associations and quality supervision departments repeatedly questioned, but IKEA China still said "products meet Chinese standards without recall", causing strong social concern.The Shanghai Quality Supervision Bureau immediately started the whole chain recall investigation procedure for defective consumer products through the public opinion monitoring system, and took administrative interviews, on-site investigations, joint announcements, experts' judgments, etc., together with the AQSIQ to urge enterprises to recall more than 166 pieces of Malm drawer cabinet products.

For foreign brands, there seem to be only two markets in the world: the global market and the Chinese market. In September of this year, Samsung Mobile's Note7 mobile phone continuously exposed the fire and explosion accident. When forced to recall the world, the Chinese market was once again forgotten by Samsung. The reason is that the mobile phone battery suppliers are different. There is no risk of explosion. They refuse to acknowledge that there is a problem with the battery. The arrogance and willfulness of the "foreign brand" are once again displayed in front of Chinese consumers.

Some analysts believe that Pigeon and IKEA's "capricious" quality standards, IKEA and Samsung bullying is not Chinese, but Chinese standards. However, when Pigeon found that some batches of products may be defective in accordance with the requirements of China's national standards and internal control standards, it immediately stopped the production of the product and asked for an active recall. Such standards are different from those of IKEA and Samsung, which regard China as a "standard depression" and become an excuse for arrogance and willfulness of foreign brands. Pigeon's professional ethics for product safety has made Chinese consumers "frequently injured" see that the standards may be high or low, but there is no difference between security and national differences.

Now, the Shanghai Quality Supervision established the defective consumer goods chain recall management system. According to the data, 37 recalls of defective consumer products have been initiated and 28 recalls have been completed, involving more than 420 thousand household appliances, such as toys, leather shoes, bicycles, household appliances, table lamps and ceiling lamps.Among them, 8 enterprises recall voluntarily, and 20 have been recalled by government investigation. It not only promoted the integration of positive and reverse mechanisms in recall management, but also reflected in the quality of social co governance, through the whole society, mobilizing full participation and collecting all kinds of information about product injuries and quality problems in time. The quality verification system establishes consumer product recall expert storehouse, exerts the strength of professional and technical personnel from all walks of life, and jointly judges and identifies product defects. The problem disposal system promotes the goal of reducing and eliminating the risk of product quality and safety by giving full play to the initiative of producers, self-management of industry organizations and the active coordination of consumers. This time, Pigeon's active recall should be a reminder of the "safety" awareness of many Chinese brands.
