AQSIQ announces the announcement of the state supervision and spot checks on the quality of products in the first half of 2017

In the first half of 2017, the AQSIQ fully implemented the decision and plan of the State Council on promoting the "double random and one open" supervision work, and intensified the decentralization, decentralization, decentralization and optimization of service reform. It organized the national supervision and inspection of 7 categories of products, such as daily use and textiles, electronic and electrical appliances, light industrial products, building and decoration materials, agricultural production materials, machinery and security products, electricians and materials. The relevant information is hereby announced as follows:

I. Basic Situation

(1) in the first half of 2017, the state supervised 41 kinds of spot checks. These include: knitted underwear, lady's underwear and so on 2 kinds of daily use and textiles; notebook computers, range hood, electric oven, indoor heater, room air conditioner, household electric washing machine, water storage electric water heater, heat pump water heater (electromagnetic), electromagnetic cooker, tableware disinfector, integrated circuit (IC) card reader and so on 11 kinds of electronic and electrical appliances; sanitary napkins, diapers, tissue paper, household health insecticide products, household gas cookers, bicycles, electric bicycles, resin lenses and other 8 light industrial products;

Building waterproof coating, solvent wood coatings, solid wood flooring, impregnated paper laminated wood flooring, impregnated plastic paper coated veneer, mechanical carpet and so on 6 kinds of building and decoration materials; seeding machine, phosphate fertilizer, pesticide, rice and wheat combine harvester, plant protection machinery and other 5 kinds of agricultural means of production; grinding machines, volumetric air compressors, locks, explosion-proof electrical and other 4 kinds of machinery and security products; grinding wheels, power coal, steel wire rope, valves, rare earth oxides and other 5 kinds of electrical and material products. According to the number of spot checks enterprises, the proportion of the 7 categories of products is 1.

(two) in the first half of 2017, a total of 2674 batches of products produced by 2664 enterprises were inspected. 250 batches of products were found to be unqualified, and the detection rate of substandard products was 9.3%. From the spot checks, the qualified rate of product sampling was 90.7%, which was 0.4 percentage points higher than that of the national supervision sampling inspection rate in 2016.

(three) from the scale of enterprise production, the number of large, medium and small enterprises surveyed accounted for 12.9%, 18.8% and 68.3% of the total number of spot checks, respectively, and the pass rate of products were 96.9%, 94.8% and 88.3% respectively. Compared with the same period in 2016, the pass rate of large, medium and small enterprises increased by 1.4, 2.1 and 0.2 percentage points respectively. The results show that the quality level of all kinds of enterprises has been improved, and the quality level of large and medium-sized production enterprises has been ahead of small enterprises. In the first half of 2017 and the same period in 2016, the pass rate comparison is shown in Figure 2.

Spot check product pass rate comparison

(four) from the spot checks on the implementation of market access management, the first half of 2017 conducted 10 checks on the implementation of industrial product license management products, covering 769 batches of 769 enterprises, and 77 batches of substandard products were detected, and the qualified rate of product sampling was 90%. 11 kinds of CCC certification products were checked, 635 batches of 626 enterprises were sampled, 79 batches of substandard products were detected, and the pass rate of spot checks was 87.6%.

(five) from the distribution of the pass rate of different products, the number of products with a pass rate of 100% in the first half of 2017 accounted for 4% of the total number of spot checks, which was unchanged from the same period in 2016. The number of products with a pass rate of over 80% accounted for 91.4% of the total number of spot checks, representing a decrease of 3.2 percentage points over the same period last year. Among the 41 kinds of products, 25 of them were qualified by 90%, and 3 samples were below 80%. Among them, the qualification rate of electromagnetic oven products was the lowest, only 60.4%.

Two, regional quality situation

(1) in the first half of 2017, the state supervision and spot checks covered 29 provinces, autonomous regions and municipalities directly under the central government. Based on the product types and industrial distribution of spot checks, the sampling quantities in different regions were different.

(two) from the distribution of spot checks area, the eastern region has a large number of spot checks, and a total of 2205 batches were selected, accounting for 82.5% of the total number of spot checks, and 257 and 212 batches were selected in the central and western regions respectively, accounting for 9.6% and 7.9% of the total number of spot checks. With the implementation of the strategy of "one belt and one way" in China, the quality of products in the western region has been greatly improved. The pass rate of products in the western region is 91.7%, which is 1 percentage points higher than the national average level of the national supervision and spot checks. The rate of qualified products in the eastern region is 89.2%, which is lower than the national average of 1.5 percentage points by the national supervision and inspection. The qualified rate of the spot checks in the central region is 88.1%, which is 2.6 percentage points lower than the national average level of the national supervision and spot check. Compared with the same period in 2016, the pass rate of the western region has increased by 3.5 percentage points, and the eastern and central regions have decreased by 1.3 and 3 percentage points respectively. In the first half of 2017 and the same period in 2016, the comparison of qualified rate of products in eastern, central and western regions was shown in Figure 3.

Three, product quality checks results analysis

(1) daily use and textiles. In the first half of this year, 201 batches of products produced by 2 kinds of 201 enterprises were sampled. The pass rate was 95%, which was 2.7 percentage points higher than that in the same period in 2016. The pass rate of 2 samples of knitted underwear and lady's underwear is over 90%.

(two) electronic and electrical appliances. In the first half of this year, 499 batches of 498 products from 11 enterprises were sampled, and the pass rate was 83.2%, which was 4.4 percentage points lower than that in the same period in 2016. Among them, the qualification rates of 3 kinds of products, including notebook computers, hood and room air conditioner, are over 90%; the electric oven, indoor heater, household electric washing machine, water storage electric water heater, heat pump water heater and integrated circuit (IC) card reader and machine 6 products are all below 90%. The quality problem of electromagnetic cooker is more prominent. The pass rate of product sampling is 60.4%. The main unqualified items involve 7 items, including protection against live parts, abnormal work, mechanical strength, grounding measures, energy efficiency grades, terminal disturbance voltage, electromagnetic radiation disturbance and so on.

(three) light industrial products. In the first half of this year, 541 batches of products produced by 8 kinds of 532 enterprises were sampled, and the pass rate of spot checks was 90.4%, which was 1.4 percentage points lower than that of the same period in 2016.Among them, sanitary towel (including sanitary pad), diaper (film, pad), tissue paper, household health insecticide and electric bicycle were 5 qualified products, the passing rate was above 90%, and the qualified rate of 3 kinds of products for household gas stoves, bicycles and resin lenses were below 90%.

(four) building and decoration materials. In the first half of this year, 414 batches of products produced by 6 kinds of 414 enterprises were sampled, and the pass rate of spot checks was 94.4%, an increase of 3.2 percentage points over the same period in 2016. Among them, the pass rate of woven carpet products was 100%; the qualified rates of 4 kinds of products for building waterproof coatings, solid wood flooring, solvent based wood coatings and impregnated paper laminate flooring were all above 90%. The qualified rate of wood-based panel products impregnated with plastic film is below 90%.

(five) agricultural means of production. In the first half of this year, 393 batches of products produced by 5 kinds of 393 enterprises were sampled, and the pass rate of spot checks was 96.4%, an increase of 6.4 percentage points over the same period in 2016.Among them, the qualified rate of the sampling machine for seeding machine is 100%; the qualified rate of 4 kinds of products such as plant protection machinery, rice and wheat combine harvester, pesticide and phosphate fertilizer is above 90%.

(six) machinery and security products. In the first half of this year, 196 batches of products produced by 4 kinds of 196 enterprises were sampled, and the pass rate of spot checks was 88.8%, which was 0.7 percentage points lower than that of the same period in 2016. Among them, the qualified rate of the product of the grinder is 100%; the qualified rate of the 2 products of the volumetric air compressor and the lock is over 90%; the qualification rate of the 4 products of the renminbi discriminator, the automobile lamp, the explosion-proof electric (explosion-proof switch) and the lockset is below 90%. The problem of explosion-proof electrical quality is more prominent. The qualified rate of product sampling is 74.4%. The main unqualified items involve 7 items, namely, explosion-proof signs, warning signs, grounding connectors, flameproof joint parameters, impact test, clamping and sealing test of cable and duct introduction devices.

(seven) electrician and materials. In the first half of this year, 430 batches of products produced by 5 430 enterprises were sampled. The pass rate of products was 89.5%, which was basically the same as the same period in 2016, which was 0.4 percentage points lower than that in 2016. Among them, the qualified rate of the rare earth oxide products is 100%; the qualified rate of the steel wire rope is 90%; the qualified rate of the 3 products of grinding wheel, valve and power coal is below 90%.

Four. Follow up results analysis

(1) tracking of products. Judging from the tracking and checking situation, in the first half of 2017, there were 31 kinds of products that were sampled more than 3 times in the past 5 years, accounting for 82.9% of the total number of spot checks. Sanitary napkins (including sanitary pads), pesticides, diapers (tablets, pads) and solid wood flooring and other products for 3 consecutive years, the passing rate of product inspection remained above 95%. Compared with 2016, in the first half of 2017, 23 products were tracked and 12 qualified samples were increased by an average of 7.3 percentage points. Among them, the largest increase in passing rate of product spot checks is the electromagnetic cooker, which has increased by 24.2 percentage points. The largest decrease is the domestic gas stove, which has dropped by 10.9 percentage points.

(two) follow up checks by substandard enterprises. Among the 293 unsuccessful enterprises that had been selected for spot checks, 84 enterprises were no longer producing similar products or ceased production or business, accounting for 28.7% of the total number of tracking and checking enterprises. Among the 201 enterprises sampled from actual inspection, 164 enterprises were qualified to track spot checks, accounting for 81.6% of the total number of tracking and checking enterprises; 37 enterprises were two times continuous quality checks, and accounted for 18.4% of the total number of tracking and checking enterprises.Tracking and sampling results showed that the quality and technology supervision departments in various places strictly dealt with the problems found in spot checks, and urged the production enterprises to rectify and rectify them. They played a role in urging enterprises to fulfill their main responsibilities, standardize production and improve product quality.

In the first half of 2017, the results of the state supervision and spot checks have been announced to the public in batches through the website of AQSIQ. The AQSIQ has instructed the relevant provincial (autonomous regions and municipalities) quality and technology supervision departments to deal with the unqualified products and their production enterprises according to relevant laws and regulations, and urge the unqualified production enterprises to implement the main responsibility of product quality and safety.
