Adjustment of mandatory product certification catalogue

In order to deepen the reform of compulsory product certification system, strengthen the responsibility of the main body of the market and further reduce the transaction costs of the system, according to the opinions of the State Council on strengthening the construction of quality certification system to promote total quality management (Guo Fa [2018] 3), we have made the following reform and adjustment to the catalogue and implementation mode of compulsory product certification:

1. No mandatory product certification management is required for some products.

Since the announcement of this announcement, the compulsory product certification management will not be implemented for some products (see Annex 1), and the designated certification body should cancel the compulsory product certification issued.

The NAC will cancel the designated business scope of compulsory product certification related to certification bodies and laboratories.

Two, add some self declaration and evaluation methods to some products.

Since October 1, 2018, a number of products (see Annex 2) have been added to the self declaration evaluation method. The relevant enterprises may choose to be certified by the designated certification authority in accordance with existing methods, or according to the mandatory rules for the implementation of self declaration of product certification (see Annex 3), and adopt self declaration to prove that the products can meet the requirements of mandatory product certification and complete the product conformance information.
