EU amended RoHS Annex III exemption clause for lead and cadmium

In February 5, 2019, the EU official communique issued (EU) 2019/169~ (EU) 2019/178 10 directives to amend the EU RoHS directive annex III on the exemption clause for lead and cadmium. The directive will take effect on the twentieth day after the date of the official communiqu date of the EU.

Lead in dielectric ceramics rated at voltages of 125V AC or 250V DC or higher.


It is not applicable to the applications in Annex 7 (c) -I and 7 (c) -IV.

- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;

7 (c) -IV


Lead in PZT dielectric ceramic materials used in integrated circuit or discrete semiconductor capacitor parts.

- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;


- the eighth class of in vitro diagnostic medical devices, as of July 21, 2023;

8 (b)


Cadmium and cadmium compounds in electrical contacts.


Applicable to eighth, ninth and 11 categories, due date:


- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;


- the eighth class of in vitro diagnostic medical devices, as of July 21, 2023;


- ninth types of industrial monitoring equipment and eleventh categories, as of July 21, 2024.


8 (b) -I


Cadmium and cadmium compounds in electrical contacts are used for:


Circuit breaker


Thermal induction control


- thermal motor protectors (excluding sealed thermal motor protectors)


AC switch rated at:


- 6A and above in 250V alternating current or above; or


12A and above in 125V alternating current and above;


DC switches are rated at 20A and above 18V and above; and


The switch used for voltage supply frequency is greater than or equal to 200 Hz.


Class 1-7 and class 10, as of July 21, 2021.


Fifteen


Lead in solders used to form reliable connections between semiconductor chips and carriers in integrated circuit flip chip packaging.


Applicable to eighth, ninth and 11 categories, due date:


- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;


- the eighth class of in vitro diagnostic medical devices, as of July 21, 2023;


- ninth types of industrial monitoring equipment and eleventh categories, as of July 21, 2024.


15 (a)


Lead in solders used to form reliable connections between semiconductor chips and carriers in IC flip chip packaging applies at least one of the following criteria:


- 90 nanometer or above semiconductor technology nodes;


- any single chip of 300mm2 and above in any semiconductor technology node;


- stacked chip package, chip size 300mm2 or above, or silicon transfer board size of 300mm2 or more.


Class 1-7 and class 10, as of July 21, 2021.


18 (b)


When the discharge lamp is used as an artificial sun lamp containing phosphorescent powder, for example, it contains BSP (BaSi2O5: Pb), the lead content of the phosphor catalyst in the discharge lamp is 1% or less of its weight.


Due date:


- category 1-7 and class 10, as of July 21, 2021.


- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;

18 (b) -I


When the discharge lamp is used as a medical phototherapy device containing phosphor powder, such as BSP (BaSi2O5: Pb), the lead content of the phosphor catalyst in the discharge lamp is 1% or less of its weight.


Applicable to the fifth and eighth categories, excluding the annex IV thirty-fourth terms, which expired in July 21, 2021.


Twenty-one


Lead and cadmium in printing ink for glazing on glass surfaces, such as borosilicate glass and soda lime glass.


Applicable to eighth, ninth and 11 categories, due date:


- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;


- the eighth class of in vitro diagnostic medical devices, as of July 21, 2023;


- ninth types of industrial monitoring equipment and eleventh categories, as of July 21, 2024.


21 (a)


In color printing glass, cadmium is used to provide filtering function, and is used as a lighting application component installed on the control panel of display and electronic products.


It applies to the applications of category 1-7 and class 10 except twenty-first (b) or thirty-ninth, until July 21, 2021.


21 (b)


Cadmium in printing ink on glass surface glazes, such as borosilicate glass and soda lime glass.


It applies to the applications of category 1-7 and class 10 except twenty-first (a) or thirty-ninth, until July 21, 2021.


21 (c)


Lead in printing ink for enamel other than borosilicate glass.


Category 1-7 and class 10, as of July 21, 2021.


Twenty-nine


Lead in crystal glass as defined in Annex I (first, second, third and 4) of Council Directive 69/493/EEC *.


Due date:


- category 1-7 and class 10, as of July 21, 2021.


- except for in vitro diagnostic medical devices and industrial monitoring equipment, the eighth, ninth category of products is closed to July 21, 2021;


- the eighth class of in vitro diagnostic medical devices, as of July 21, 2023;

Thirty-two


Lead oxide used for sealing glass in argon and krypton laser tubes during form assembly.

Lead in the electroplating layer of high voltage diodes using zinc borate vitreous as substrate.

- the eighth class of in vitro diagnostic medical devices, as of July 21, 2023;

Forty-two


Lead for bearings and bushes in diesel or gas internal combustion engines for non road professional equipment:


The total engine displacement is more than 15 liters; or


The total engine displacement is < 15 liters, the engine is suitable for the time between signal startup and full load less than 10 seconds, or regular maintenance in harsh and dirty outdoor environment, such as mining, building and agricultural applications.


Applicable to the eleventh category, except for the application in this Annex sixth (c), until July 21, 2024.
