Development review of environmental monitoring industry in 2018 and development prospect in 2019

2018 is an important turning point for the environmental protection industry. It is the opening year for the implementation of the nineteen spirits and the key year for the implementation of the 13th Five-Year plan. On the one hand, the state has introduced a series of policies to promote the construction of environmental monitoring network, monitor the realization of remote and intelligent, and make scientific decisions and precise supervision of the ecological environment. On the other hand, in 2018, several new environmental protection policies, such as the environmental protection tax law, the implementation regulations of the People's Republic of China environmental protection tax law, the newly revised law of the People's Republic of China on the prevention and control of water pollution, and the reform plan for the compensation system for damages to the ecological environment, were formally implemented.

The CPC Central Committee and the State Council issued the "opinions on Comprehensively Strengthening the protection of ecological environment and resolutely fighting the tough battle of pollution prevention and control". This is a detailed strategic plan for China to win the blue sky defense before 2020, and fight the battle of clean water and pure land. In addition, the Ministry of ecology issued the "key points of ecological environmental monitoring work" in 2018. It clarified the key tasks and work requirements of the ecological environment monitoring in 2018, and proposed that we should innovate the environmental monitoring system and mechanism, strengthen the monitoring and early warning of environmental quality, and constantly improve the "ecological environment monitoring network", comprehensively improve the quality of environmental monitoring data, vigorously promote the development of new monitoring technologies, accelerate the establishment of an independent, authoritative and efficient monitoring system for the new era, and give full play to the "pillar role" of environmental monitoring.

(1) air quality monitoring policy

Previously, the implementation of the "air pollution control action plan" ("ten atmospheres") has significantly improved air quality in China in 2013-2017 years. However, at present, no city in China has reached the PM2.5 annual average concentration safety standard recommended by WHO (WHO) 10 microgram / cubic meter.

In January 2018, the Ministry of environmental protection issued the monitoring scheme for volatile organic compounds in the ambient air in key areas in 2018. Detailed provisions for monitoring the city, monitoring items, time frequency and operating rules of VOCs were provided. In the same month, the Ministry of environmental protection issued the four technical guidelines for the layout of atmospheric PM2.5 grid monitoring points (Trial Implementation), the technical guide for technical requirements and testing methods of atmospheric PM2.5 grid monitoring (Trial Implementation), the "PM2.5 grid monitoring system quality assurance and quality control and operation technology guide" (Trial Implementation), and the technical guide for installation and acceptance of atmospheric PM2.5 grid monitoring system (Trial Implementation). In July, the State Council issued the "three years plan of action to win the blue sky" to clarify the general thinking, basic objectives, main tasks and safeguard measures of air pollution prevention and control, and put forward a timetable and roadmap for winning the battle against the blue sky. In August, the Ministry of ecological environment and the General Administration of Market Supervision issued the revised version of the "ambient air quality standard" (GB 3095-2012), revised the standards for monitoring the state, and revised and perfected the corresponding standard of monitoring methods to achieve international integration. In December 29th, the Ministry of ecology and environment issued the national advanced pollution prevention and control technology catalogue (air pollution prevention and control), providing technical support for air pollution prevention and control.

(2) water environmental monitoring policy

In February 2018, the Ministry of environmental protection issued the technical specification for automatic monitoring of surface water (for Trial Implementation). In March, the Ministry of ecology and environmental protection and the Ministry of water resources jointly launched a special action to protect the environment of centralized drinking water sources in China. In May, the Ministry of ecology and environment formulated the plan for cultural construction of national automatic monitoring stations for surface water quality (Trial Implementation), further promoting the cultural construction of water stations, enriching and expanding the humanistic connotation of water stations, cultivating the cultural concept of ecological environmental monitoring, and establishing the brand of national ecological environmental monitoring.

In October 2018, the Ministry of housing and urban rural development and the Ministry of ecology and environment jointly issued the implementation plan for tackling key problems in urban black and odorous water treatment. This is the first implementation plan for water related tough battles in China. In the same month, the general office of the State Council issued the "opinions on strengthening the protection of aquatic organisms in the Yangtze River", and proposed that priority should be given to conservation and natural restoration, and measures should be taken to strengthen protection and restoration, and comprehensively strengthen the protection of aquatic life in the Yangtze River, with special emphasis on improving monitoring capability.

(3) soil monitoring policy

In June 2018, the 13 ministries and commissions of the Ministry of ecology and environment, the State Development and Reform Commission and the Ministry of science and technology jointly issued the assessment and assessment regulations for implementation of the action plan for the prevention and control of soil pollution (Trial Implementation). The assessment includes two aspects: the completion of soil pollution control targets and the completion of the key work of soil pollution prevention and control. In June 24th, the CPC Central Committee and the State Council issued the "opinions on Comprehensively Strengthening the protection of ecological environment and resolutely fighting the tough battle of pollution prevention and control", and put forward a comprehensive plan for implementing the soil pollution prevention and control plan, highlighting key areas, industries and pollutants, effectively controlling the soil environmental risks of agricultural land and urban construction sites, so that people can rest assured and live comfortably.

(4) other important policies

In January 2018, the Ministry of environmental protection issued the technical specification for environmental thematic spatial data processing (HJ927-2017), the general framework of environmental protection Internet of things (HJ928-2017), the environmental networking terminology (HJ929-2017), the environmental protection Internet of things standardization work guide (HJ930-2017) and the code of emission unit code (HJ608-2017) and other standards, so as to promote the development of environmental information and environmental protection Internet of things.

In April 2018, the Ministry of ecology and environment issued the guidelines for technical guidelines for pollution sources and strong sources, "iron and Steel Industry Guide for pollution source and strong source accounting", "technical guide for pollution source and strong source accounting", "cement industry", "technical guide for pollution source and strong accounting", "pulping and papermaking", and "thermal power source and strong accounting technical guide thermal power".

2. industry development

Environmental monitoring is an important basis for environmental management and scientific decision-making. It is also an important basis for evaluating and improving the environmental quality and environmental pollution effectiveness of governments at all levels. In 2018, the development of monitoring equipment has been developing towards automation, intellectualization and networking on the basis of lower price, easy maintenance, stable operation and harsh environment. The environmental monitoring network has gradually been covered from the provincial level to the county level. The monitoring area has been tilted from air and water to the soil, and from the narrower area monitoring to the omni-directional field monitoring, the monitoring index has been increasing. The monitoring space has been expanding, extending from the ground to the air and underground, and from simple ground environmental monitoring to the combination of remote sensing and environmental monitoring.

In 2018, the market of stationary pollution sources tended to be stable, and the original monitoring equipment entered the replacement period, benefiting from the factors such as product upgrading, technological upgrading, and other factors. The demand for monitoring products of traditional stationary sources increased. Especially in August 2017, the Ministry of environmental protection issued the notice on accelerating the automatic monitoring of key pollution discharge units in key industries. It required that all the key sewage disposal units in key industries of nitrogen and phosphorus emissions should install automatic monitoring equipment for total nitrogen and total phosphorus to drive up the market demand for total phosphorus and total nitrogen monitoring. In addition, with the strengthening of environmental Inspectorate, the demand for operation and maintenance reliability of pollution sources is enhanced, and the quality requirements for data are continuously improved.

In 2018, environmental quality monitoring continued to heat up. On the one hand, the state attached great importance to air environmental monitoring and control work, continued to intensify relevant policies for various types of air pollution sources and air particulates, improved emission control standards, refined monitoring and deployment plans, and improved environmental monitoring systems. The monitoring stations at all levels had a strong demand for air stations. On the other hand, with the emphasis on environmental protection, water quality monitoring was developing rapidly in recent years. Especially in April 2018, general secretary Xi Jinping inspected the Yangtze River. He proposed that "we should protect large quantities of water and develop large quantities". We should strive to promote the development of the Yangtze River economic belt and inject strong impetus for the development of water quality monitoring. The traditional "terminal control" mode, represented by sewage treatment or river regulation, is being promoted to "whole watershed management". The operation of the integrated watershed ecological unit has formed a huge market in the water ecological online monitoring and water pollution emergency warning. The water quality monitoring system is developing to a more extensive and systematic layout, and the water quality monitoring system has been gradually clarified and improved. The national environmental monitoring terminal cost 1 billion 680 million yuan for the construction and operation of water quality monitoring stations, which indicates that the market of water quality monitoring stations has entered a rapid release period.

In 2018, market demand for atmospheric composition analysis equipment increased. The monitoring indicators are tilted to component monitoring and precursor monitoring, so as to clarify the source, cause and formation mechanism of pollutants.Benefiting from the construction of China's monitoring station's main component network, the needs of various cities are gradually emerging.

In the field of smart environment, government demand continues to increase, and grid monitoring and micro station market demand is strong. The environmental monitoring elements expand from the atmosphere to the water quality, and the monitoring field is expanding. The monitoring network has developed from the traditional "three wastes" monitoring to the comprehensive monitoring network covering all provinces and regions of the country, covering many fields and elements.

3. hot technologies

In 2018, environmental monitoring technology mainly focused on chemiluminescence, chromatography, mass spectrometry, FTIR, LIDAR, laser induced breakdown spectroscopy (LIBS) and other fields. New technologies such as data processing, intelligent monitoring, biosensors, 3D laser radar, UAV and other technologies emerged.

Optical telemetry technology has been widely applied, and a comprehensive three-dimensional monitoring network for atmospheric environment in typical regions has been constructed. Aerosol radar and single particle aerosol time of flight mass spectrometer have been applied, and the first comprehensive atmospheric environmental monitoring system in China has been built. Environmental monitoring methods based on biology, mass spectrometry and chromatography have also developed rapidly, which have laid the foundation for the modern environmental monitoring technology system in China. In recent years, China has reached the international advanced level in the field of satellite remote sensing, lidar and other environmental monitoring technology.

3S Technology (geographic information system, global positioning system and remote sensing technology) has been applied in soil environmental monitoring, and it can quickly achieve soil sampling and control soil environment.

With the progress of technology in optics, electronics, information, biology and other related fields, the technology of environmental monitoring is developing towards high sensitivity, strong selectivity of optical / spectroscopic analysis, mass spectrometry / chromatography analysis, development of real-time, on-line, automatic monitoring and dynamic telemetry of many monitoring parameters.

Industry outlook for 2019

  1. industry outlook

In 2019, China will take the nineteen spirits as the guideline, and fight seven major campaigns, namely, the protection of the blue sky, the pollution control of diesel trucks, the treatment of black and odorous water bodies in the city, the comprehensive treatment of Bohai, the protection and restoration of the Yangtze River, the protection of water sources, and the treatment of agricultural and rural pollution. Environmental factors monitoring, environmental quality monitoring, ecosystem monitoring and monitoring of ecological environment will be integrated and developed. Environmental monitoring will co-ordinate urban and rural areas, regional / watershed, transmission channels, ecological function zones and other different scales to monitor the layout and increase the number of monitoring sites. The monitoring frequency will be more sensitive, and will be upgraded mainly from manual monitoring to continuous automatic monitoring. Data assessment requires accurate prediction and early warning to provide basis for pollution reduction and scientific response to environmental quality and effectiveness.

The construction of the modern ecological network system will become a new hot spot. We should carry out the construction of groundwater monitoring, marine monitoring, rural monitoring and greenhouse gas monitoring network comprehensively. We will realize the national unified data communication network for atmospheric and water environmental monitoring, and the characteristic monitoring data networking such as super station and satellite remote sensing, and build a unified national ecological environmental monitoring big data management platform. Continuous promotion of environmental remote sensing and monitoring of surface ecological environment has become the focus of the Ministry of ecology and environment. In the future, an ecological ground monitoring station that will basically cover all important ecological functional areas in the country will be established, and the capability of environmental satellite monitoring and aerial remote sensing monitoring should be strengthened.

Benefiting from the favor of environmental policy and social capital, the environmental monitoring industry will usher in a rapid development. It is estimated that the market scale of 900~1000 billion will be realized by 2020, and the compound growth rate of five years will be about 20%.

2. hot trend

Black and odorous water monitoring: the state's efforts to improve urban environmental governance are increasing. The development prospect of black odor water treatment industry is huge, and it will inevitably promote the rapid development of water quality monitoring in black and odorous water bodies.

Miniaturized multi parameter automatic monitoring of water quality: with the development of the ecological environment monitoring network and the promotion of water quality grid monitoring, the automatic monitoring station of water environment needs more intensive deployment to meet the demand of large data applications such as pollution tracing, water quality early warning, river length assessment and so on. Compared with the fixed station type water station, the miniaturized water quality multi parameter automatic monitoring system has the advantages of small footprint, no land requisition, flexible installation, short construction period, low investment and low cost, and will become a hot spot of water quality monitoring products.

Marine monitoring: the development of marine monitoring equipment technology will closely follow the strategic needs of the national maritime power, and integrate modern information technology with marine equipment and marine activities. Long term, fixed-point, continuous multi factor synchronous measurement technology is the key to study marine environmental change law and achieve target monitoring and warning.

VOCs monitoring: in 2018, the implementation of the environmental protection tax law, although the list of taxable pollutants is not listed in the VOCs, but benzene, toluene and other types of VOCs substances have been included in the scope of Taxation, it is expected that more volatile organic compounds will be included in the taxable area. In addition, the second national pollution census work is also accelerating. Under the policy stimulus, the monitoring needs of air stations and pollution sources VOCs are expected to accelerate.

Malodorous gas monitoring: with the development of people's requirements for a better living environment and the development of monitoring technologies for toxic and harmful gases such as malodorous gas, the monitoring of malodorous gas pollution is becoming a starting point for innovation and entrepreneurship. From the "trial and error" approach, the electronic method to replace the manual method to identify odorous components accurately, so that on-line monitoring of odor gas will become a hot spot in the industry.

Soil environmental monitoring: to increase the accuracy of soil environmental monitoring with the application of trace elements and ultra trace techniques such as ICP-MS, and field rapid analysis technology will also be widely applied.

Monitoring of heavy metals in stationary sources: with the development of heavy metal environmental monitoring system in China, the demand for heavy metal monitoring facilities will be increased. Considering the 14410 key national monitoring enterprises, 2771 of them will be involved in heavy metals. According to the current 1 million 200 thousand / set price, the short-term market will reach 3 billion 600 million yuan. In the long term, according to the demand of 4000 monitoring devices for sewage discharge sources, the demand for 4000 monitoring equipment for coal-fired units, and the demand for 2000 monitoring equipment for river basin water quality monitoring, we will open up more than 10 billion new markets in the future.

Urban monitoring of atmospheric transmission channels: the application of technologies such as navigation monitoring, lidar monitoring and remote sensing monitoring of dust and sand.
